The Philippine government is launching a regional initiative Synchronized Innovation and Business-Oriented Launchpads (Sibol) to commercialize locally developed technologies and bridge the gap between regional researchers and global markets.
In a major move to expand the country's public technology ecosystem beyond the national capital, the Department of Science and Technology (DOST) and the Commission on Higher Education (CHED) introduced the Synchronized Innovation and Business-Oriented Launchpads (Sibol).
Unveiled during the DOST-CHED Innovation Summit 2026, the joint initiative focuses on decentralizing research and product development.
Decentralizing Tech and Validating Local Solutions
Speaking at the summit, DOST Assistant Secretary Napoleon Juanillo highlighted that regional incubators under Sibol will accelerate the path from research to practical market entry. Supporting this initiative, the Philippine Technology Evaluation and Standards for Testing (PTEST) framework will provide technical verification and standardization for homegrown innovations.
DOST Secretary Renato Solidum Jr. emphasized that public science and technology investments must be measured by the collective national capability they produce rather than just monetary input.
Pathways to Global Markets and Domestic Connectivity Resilience
The summit also introduced InnoVenta Davos, a strategic platform that will prepare Philippine research institutions and local innovators to showcase their technological capabilities on global stages, leading up to the 2027 World Economic Forum.
Meanwhile, the Department of Information and Communications Technology (DICT) continues its push for public-sector digitalization. Alongside the recent rollout of eGov AI within the official eGovPH Superapp, DICT officials are coordinating infrastructure resilience after subsea fiber-optic disruptions highlighted the importance of domestic routing to keep essential online government portals operational.
